The Bonny Legislative Council has passed the Bonny Local Government Transportation Bill No. 3 of 2026 after its Third and Final Reading at plenary on Thursday, September 24, 2026.
The Bill seeks to provide an updated framework for the regulation, safety, management and coordination of transport activities within Bonny Local Government Area.
The legislation, sponsored by the Chief Whip and Councillor representing Ward 4, Hon. Edwin Uriah Benstowe, is designed to amend the Bonny Local Government Transportation Bye-Law No. 2 of 2002 and replace it with a framework reflecting current realities in the LGA.
Its passage followed the completion of the legislative process within the Council, beginning with the First and Second Readings and continuing through committee consideration and a public hearing conducted by the House Committee on Transportation.
Feedback from the public hearing was subsequently considered alongside the Bill’s provisions by the Committee of the Whole, which deliberated on the committee’s report before adopting it and returning the Bill to plenary.
The House then proceeded to the Third and Final Reading, culminating in its passage on Thursday.
The Bill is formally titled:
“A Bill to Amend the Bonny Local Government Transportation Bye-Law No. 2 of 2002; and Enact the Bonny Local Government Transportation Bill No. 3 of 2026, for the Regulation, Management, Safety, Orderly Development and Coordination of Transportation Activities within Bonny Local Government Area; and for Related Matters.”
Despite its passage by the Legislative Council, the measure remains a Bill and is not yet an enacted or enforceable law.
The next stage is its transmission to the Executive for consideration and assent. Until the applicable assent and commencement requirements are completed, the provisions of the proposed legislation should not be regarded as having taken legal effect.
The Bill is intended to provide a more contemporary regulatory framework for transport activities in Bonny, with emphasis on safety, orderliness, efficiency and coordination.
The development also marks a further legislative intervention by the 10th Assembly in addressing issues affecting residents, operators and other stakeholders within the LGA.
The statement announcing the passage was signed by Hon. Elvis Edison Green, Spokesperson of the Bonny Legislative Council 10th Assembly, who reaffirmed the Council’s commitment to legislation that promotes the welfare and interests of the people of Bonny.
The Council’s passage of the Bill now brings its consideration at the legislative stage to a close, pending the next step in the process.
