The Nigerian Navy says the health and physical wellbeing of stakeholders around its operational environments is critical to the success of its statutory mandate of securing the nation’s maritime domain.
Commanding Officer of the Nigerian Navy Forward Operating Base (NNFOB), Bonny, Capt. Emmanuel Fingesi said this on Monday, March 17, 2025 at the flag off of a Medical Rhapsody organized by the Base in Bonny, Rivers State.

The Commanding Officer was represented at the event by the Executive Officer of the NNFOB, Bonny, Commander Mohammed Mustapha, who was accompanied by other senior officers.
“As stakeholders in the fight against crime and criminal elements, it is pivotal that the people in these communities are in good health.
“However, many people suffering from various ailments may not seek proper medical care due to financial constraints. This necessitated the Base to embark on the Medical Rhapsody as directed by the CNS Vice Admiral Emmanuel Ikechukwu Ogalla.”
He explained that the Medical Rhapsody is in compliance with the strategic directive and operational guideline of the Chief of Naval Staff, Vice Admiral Emmanuel Ogalla, who mandated the implementation of Operation Delta Sanity II, is part of the Civil-Military Cooperation (CIMIC) activities.

“The Nigerian Navy has a constitutional mandate to provide security around Nigeria’s maritime domain. This implies defending its territorial integrity and quelling internal insurrections, including assuring the safety and security of lives and properties of citizens.”
“To actualise this mandate, the Nigerian Navy carries out Civil-Military Cooperation (CIMIC) activities which are geared towards strengthening its relationship with the general public.”
“Accordingly, in compliance with the strategic directive and mandate of Operation DELTA SANITY II of the Chief of the Naval Staff, Vice Admiral Emmanuel Ikechukwu Ogalla, Nigerian Navy Forward Operating Base Bonny is conducting Medical Rhapsody from today 17th to Friday 21st March 2025.”
“The medical rhapsody is one of the non-kinetic strategies for strengthening citizen engagement and deepening civil-military relationship. It is also part of the corporate social responsibility (CSR) project by OPERATION DELTA SANITY.”

“The aim of the rhapsody is to demonstrate the love that the Nigerian Navy and the Forward Operating Base Bonny has for the host communities within its areas of operations in compliance with the directives of the CNS Vice Admiral Emmanuel Ikechukwu Ogalla.”
According to the NNFOB CO, “the beneficiaries of this rhapsody would receive free diagnosis from medical doctors, prescription medicine and counselling, among others”.
“It is billed to run for five days and we are optimistic that it will bring some measure of succour to the beneficiaries as well as avail insights as to how to manage their health going forward.”
He thanked God Almighty for the opportunity of reaching out to the people, while commending the NNFOB’s Medical Team for its efforts in “ensuring that personnel and the host community remain in good health”.
