Bonny LG Council Publishes Executive Summary of Investigative Committee Report on Train 7 Industrial Action

The Chairman of Bonny Local Government Area, Abinye Pepple, has fulfilled his promise to make public the report of the 14-man Investigative Committee on the Train 7 Industrial Action, demonstrating his administration’s commitment to transparency and accountability.
The Executive Summary of the 200-page report submitted by the Committee on the labour crisis at Train 7 project site being managed by Daewoo Engineering and Construction Nigeria Limited (DECN) was published on the verified Meta (formerly Facebook) page of the Bonny Local Government on Saturday, October 18, 2025.







A statement by his Media and Communications Office disclosed that the publication of the report demonstrates the “Chairman’s resolve to ensure openness and public access to the findings and recommendations arising from the Committee’s inquiry”.
“According to the report, the Committee found no discrepancies in the tax deductions made by Daewoo E&C Nigeria Limited, as verified by the Rivers State Internal Revenue Service (RIRS)—the statutory authority responsible for PAYE taxation in the State.”
“To further validate this position, the Committee cross-referenced RIRS assessments using the Federal Fiscal Responsibility Commission’s PAYE Tax Calculator and the PwC PAYE computation formula, both of which corroborated the accuracy of the deductions.”

Pepple had earlier appealed to the striking workers to return to work while further consultations and reviews continue.
He also directed that the Committee’s report be forwarded to the Federal Ministry of Labour and Employment for additional review and sustainable resolution of all outstanding issues.
So far, the Bonny LGA Chairman’s intervention has begun to yield fruits as work has gradually resumed at the Train 7 project with various stakeholders commending his efforts at dousing the growing tension being generated by the workers’ protest.
